and I think there is no difference. So, why is this form of spam allowed?  Huh? Huh?

Spamming is where a person makes a post that has nothing related to the the topic of the tread, or post a list of ref links hoping someone will click on them and join under him/her, or post an advertisement in the wrong sections, etc

Bumping, Bring Up My Post, is used where a person wants to bring their thread up to the first page of the board. Bumping is only allowed once every 24 hours and only in Ref Exchange, Ref Deals, and Buy and Sell boards.

Bumping is people that post to bring their thread to the top of each board. (eg : ref deals, buy and sell, etc..) This is to allow visitors to catch their thread first. Because most people do not search deep into each board.

Spamming is a post that has no meaning, not related with topic discussed or something that you should keep to yourself, like you are reading a thread about jokes and you laugh, but a spammer post a new post with smileys.
